William R. Walsh III, PE, LEED AP
William R. Walsh is a licensed Professional Engineer with over thirty years of experience in civil engineering, site planning and project management. His experience includes all facets of site planning, engineering and design for a variety of clients including regulatory permitting, land planning, cemetery design, storm water management, site designs for residential and institutional clients, and construction management and administration.
Bill founded WEA in 2009 to provide civil engineering consulting services to clients throughout New England. The founding tenet of WEA is to deliver services that address our client needs from project inception to construction completion. To this end, Bill provides his personal expertise and attention to satisfy each client’s particular needs and goals.
As a LEED Accredited Professional and a corporate member of U.S. Green Building Council (USGBC), Bill is committed to providing sustainable design practices into all projects. Bill has managed the site LEED certification for several projects, including the Cotter Union/Pulver Pavilion Building at Colby College (LEED Silver certified, 2009) and the Diamond Building at Colby College (LEED certified, 2007).
Prior to establishing WEA, Bill was a Principal at a landscape architecture firm. During that time, he was involved with the planning, permitting, construction document preparation, bidding, and construction administration of large-scale projects including Colby College, the State of Maine Bureau of Veterans’ Services, and Sugarloaf USA.
Michael Walsh, PE, MBA
Michael J. Walsh is a licensed Professional Engineer with over thirty years of engineering consulting experience related to environmental compliance, permitting, design, and quality assurance for construction and remediation projects.
Michael joined WEA in 2013 as Vice President/Senior Engineer providing project management and engineering services for private and public clients including construction management, stormwater compliance and permitting, remediation, oil storage (SPCC) plans, solid waste facility design and permitting, landfill expansions and closure quality assurance.
Prior to joining WEA, Michael was vice president at a Maine-based consulting firm responsible for managing the firm’s environmental consulting service staff and projects. Michael brings a broad background of environmental compliance, permitting, quality control and quality assurance, project design, and site remediation to WEA.
Recent projects include the Maine Energy Recovery Company demolition and remediation, the KTI Bio Fuels, Inc. site improvement project, the Verso Paper Phase I landfill expansion, the Lewiston Landfill Phase III expansion, and MaineDOT facility compliance support.
Norman G. Chamberlain II, PE
Norman G. Chamberlain II is a licensed PE with over forty years of professional experience in civil engineering and consulting. His experience includes site planning, subdivisions, road design, local and state project permitting, hydraulic and hydrologic stormwater modeling, stormwater management, and erosion and sedimentation control.
Norm joined WEA in 2015 as a Project Manager. He is adept at preparing design plans, permitting projects, and overseeing construction documents for various clients in Maine and New England. He also provides construction administration and construction oversight services. Norm has extensive experience using various hardware and software systems including GPS surveying, drone mapping, bathymetric surveying, and AutoCAD and HydroCAD for stormwater modeling to assist him in the design process.
Prior to joining WEA, Norm held positions at consulting firms in Maine and New Jersey as a Principal, Project Manager, Civil Engineer and Design Engineer. From these experiences, Norm brings with him a broad background of planning, permitting, site investigations, construction document preparation, bidding, and construction administration of large-scale projects.
Isaiah Bates, Permitting Specialist
I joined WEA for the opportunity to build my career at a well-respected Maine-based engineering firm that handles a variety of interesting projects. I am responsible for ensuring WEA projects meet the ever-changing state and federal requirements. At WEA, we all work together as a cohesive team to ensure each project is completed correctly, professionally and on time. I love the outdoors and feel fortunate to live in a state that isn’t highly populated and has so many beautiful areas. Mainers share a common pride in the state – it’s a relaxed lifestyle and a special place to live.
Isaiah holds a Bachelor of Science degree in Natural Resource Management and Policy from Keene State College in Keene, NH. He enjoys working on his prized Subaru and bringing it to shows.
Connor Ritter, Project Engineer, EI
WEA appealed to me because I instantly got a feel for the relaxed office environment and I enjoy being in Maine. Portland provides a lot of city amenities, but you are also close to the ocean and outdoors. Working in a small office gives me the flexibility and opportunities I’m looking for. I work on everything from site design, stormwater design, residential projects, commercial projects….the variety definitely keeps the workload fresh. My expertise is in Civil 3D, a great software that generates design features that would be otherwise difficult by hand. I also have a Remote Pilot Certification under the FAA’s Small UAS Rule Part 107 and enjoy flying our company drone.
Connor graduated from the University of Vermont in 2017 with a Bachelor of Science in Civil Engineering and a Minor in Theatre. He enjoys playing competitive card games in his free time.
Jim Greer, Designer/Field Technician
I came to WEA when Pinkham & Greer and WEA merged. I am a CAD designer and drafter, working on complex civil engineering projects, from battery energy storage systems to modern, fully accessible beach front homes. In addition, I am have a Remote Pilot Certification under the FAA’s Small UAS Rule Part 107, operating our DJI Phantom 4 Pro drones over project sites to calculate topography. If the need arises, I don’t hesitate to run out and collect stormwater samples or do other field work.
Jim has a degree from SUNY Oswego in Technology Education. He enjoys the Maine outdoors with his twin boys.
Tyme Finnerty, Project Engineer, EI
I came to WEA to expand my knowledge of Civil and Environmental Engineering. The diversity of projects at WEA keeps everything interesting and offers a lot of different learning experiences. As a recent graduate, I’m so glad to have found a place where everyone is really friendly and works well as a team!
Tyme is a recent graduate from the University of Vermont (May 2021) with a Bachelor’s degree in Environmental Engineering and a Minor in Pure Mathematics. She enjoys Nordic Skiing in the winter and volunteer coaches the sport to kids of all ages. In the warmer months you can find Tyme camping and fishing.
Randee McDonald, Project Coordinator
After years away from the environmental consulting business, I was happy to find a place at WEA. I feel I can make a direct impact on the projects that come through the office. Everyone here is hardworking and focused on getting the job done right for the client and for the environment. I am involved in projects that require careful research, coordination, and writing skills. I owned my own company for over ten years and I bring that experience to WEA to assist with project management and marketing.The fact that I’m not an expert in any one thing is probably my best asset, but that I know a little bit about a lot of things!
Randee graduated from the University of Southern Maine with a degree in Environmental Science. Her two teenage daughters keep her busy outside of work, but when she has the time, Randee enjoys automotive restoration and her current project is a 1967 Jeepster Commando.
Carly Sobczak, Administrative Assistant
WEA has been an incredible move for me. I appreciate the open communication and comradery that I was pulled into immediately. I would consider my area of expertise to be account management. My job is to make sure clients are invoiced correctly and have a knowledgeable point of contact if they have any questions about their account. I also jump in and assist with getting permits out to the towns, and anything else to keep the office running smoothly.
Carly has a Certificate in Accounting from Brigham Young University, and is working towards a bachelor’s degree in Applied Business Management from that school as well. When not doing homework, she finds time to enjoy the outdoors, but during the colder months Carly can be found hunkered down with a sewing project or keeping warm in the kitchen baking an assortment of goodies.
